The Anambra State Universal Basic Education Board (ASUBEB) has renewed its directive stopping public primary and junior secondary schools in the state from holding graduation ceremonies, Christmas parties and collecting graduation levies.
The board made this known in a circular dated July 10, 2026, signed by its Executive Chairman, Dr Justina Anyadiegwu, and addressed to Education Secretaries and Officers-in-Charge of Local Government Education Areas across the 21 local government areas of the state.
ASUBEB said the directive was part of the state government’s policy aimed at reducing unnecessary financial demands on parents and ensuring that basic education remains affordable.
The board instructed all school heads to strictly comply with the order and warned that schools found violating the directive would face administrative sanctions.
The circular directed LGEA officials and Education Secretaries to communicate the reminder to schools under their supervision and monitor compliance.
The board specifically prohibited schools from organising graduation ceremonies, imposing graduation levies, holding Christmas parties or engaging in any similar activity that goes against the government’s policy.
The latest directive follows concerns from some parents over increasing school-related expenses, including the cost of elaborate ceremonies and additional levies imposed on pupils.
Governor Chukwuma Soludo had earlier in October 2025 announced a ban on graduation ceremonies and Christmas parties in schools across Anambra State, explaining that the move was part of efforts to reduce financial pressure on families.
The governor also directed schools to stop using textbooks designed for pupils to write in, noting that such materials force parents to spend money on new books every academic session instead of allowing younger siblings to reuse them.
Soludo said the measures were introduced to make education more accessible and reduce avoidable expenses for parents and guardians.
