ADC Questions How Fake Agency Entered Government System.

The African Democratic Congress (ADC) has questioned how an organisation that the government now says was not legally created was able to operate within official government structures, saying the issue goes beyond the prosecution of the person accused of running it.

The opposition party was reacting to the interim findings of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) concerning the alleged fake Presidential Foreign Intervention Promotion Council (PFIPC).

In a statement by its National Publicity Secretary, Bolaji Abdullahi, the ADC said the investigation had not answered several questions surrounding the alleged organisation and its access to government facilities and resources.

The party said the alleged PFIPC was able to secure office space at the Federal Secretariat, have civil servants assigned to it, use official vehicles and receive armed security despite claims that it was not established through a valid government process.

The ADC also questioned how N1.3 billion was included in the 2026 budget for an organisation that the government now describes as fictitious.

According to the party, the budget allocation should form a major part of the investigation because government spending normally passes through several stages involving proposals, reviews, approvals and documentation.

It said investigators should establish who initiated the budget provision, who processed it, who approved it and which officials confirmed the identity and status of the organisation before public funds were allocated to it.

The party also raised concerns over the recommendation to prosecute Adeyemi, the man accused of presenting himself as an official of the alleged fake agency.

The ADC said focusing mainly on the individual would leave unanswered questions about the government officials and institutions that allowed the organisation to function within the public system.

It argued that the investigation should determine how the alleged fake agency obtained access to government buildings, personnel, vehicles and security personnel without being stopped by the relevant authorities.

The opposition party further questioned the circumstances surrounding an alleged appointment letter said to have carried the signature of the President’s Chief of Staff but was later found to be forged.

The ADC said confirming that the signature was forged did not resolve the wider issue of how the document moved through government channels and gained enough acceptance to support the activities of the alleged organisation.

The party also referred to the reported discovery of two other fictitious organisations allegedly connected to Adeyemi. 

It said the development should lead to a wider investigation into how such organisations were able to operate and acquire what appeared to be official recognition.

The ADC recalled that President Bola Tinubu had directed the ICPC to investigate the matter, but said it had earlier called for an independent panel because the allegations involved government offices and institutions.

The party maintained that the investigation should not stop with identifying one alleged offender. 

It called for the full interim report of the ICPC to be made public and for officials whose actions or failure to act may have allowed the alleged fake organisations to gain access to government resources to be identified.

The ADC said any official found to have broken the law or abused public office should face appropriate action.

It added that Nigerians needed a clear account of how an organisation that allegedly had no legal foundation was able to operate within government structures and receive public resources.

The party said the focus of the investigation should remain on establishing how the system was accessed, who enabled the access and how the alleged activities continued without being detected earlier.
