The Executive Vice Chairman (EVC) of the Nigerian Communications Commission (NCC), Dr. Aminu Maida, has stressed the importance of continuously updating communication sector regulations to ensure operators comply with industry standards.
Speaking at a public inquiry held in Abuja on Tuesday, Dr. Maida highlighted the critical role of stakeholders, industry experts, and citizens in shaping the communication sector's progress.
Represented by Barr. Rimini Makama, Executive Commissioner for Stakeholder Management, the EVC, noted that regulatory instruments are vital to the smooth operation of the communications industry and the fulfilment of the Commission’s mandate.
“This public inquiry reflects the Commission’s dedication to its responsibilities and demonstrates the high value placed on stakeholder contributions,” he said.
He emphasised that rapid technological advances are transforming the communication landscape, creating a need to revise regulations to keep pace and maintain an effective and adaptable system.
The regulations under review include licensing rules, enforcement processes, and the updated internet code of practice.
Dr. Maida explained that the revised internet code is designed to protect users’ rights while ensuring service providers maintain high ethical and technical standards.
“Access to internet platforms cannot be left unchecked given the significant risks and potential misuse involved,” he added.
Earlier, Mrs. Chizua White, Head of Legal and Regulatory Services at NCC, described the public inquiry as a statutory process to develop regulatory frameworks that promote a dynamic communications market benefiting all stakeholders.
She stated that regulations must be backed by laws and enforcement mechanisms to prevent rule violations.
“These updates aim to strengthen compliance requirements for operators and broaden regulation to address emerging technologies and concepts,” she said.
Mrs. White noted that the internet’s rapid growth has introduced risks such as crime, identity theft, harmful content, hate speech, and misinformation, which require effective safeguards.
“This regulatory instrument mandates operators to implement structures that reduce exposure to these threats,” she concluded.
