The Federal Government has introduced a digital human resource system that will automate postings, promotions, leave applications and other personnel activities for workers in the Federal Civil Service.
The new system, known as the Human Resource Modules of the Integrated Personnel and Payroll Information System (IPPIS), was launched in Abuja on Monday as part of efforts to modernise public service operations.
Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, said the platform would replace manual processes with a fully integrated system that would manage employees’ records and activities throughout their careers.
She said the initiative would cover key areas including biometric enrolment, staff onboarding, payroll management, employee movement, reporting and data analysis for the 508 ministries, departments and agencies currently connected to IPPIS.
Walson-Jack said the new system would end practices where staff seek personal influence to secure preferred postings, as all deployment processes would now be handled digitally.
She explained that the platform would reduce paperwork, prevent delays, improve record keeping and promote accountability through automated approvals and tracking systems.
The Head of Service added that civil servants would be able to access and update their records, apply for leave and monitor career processes through the employee self-service feature.
She said the transition from the former Oracle Electronic Business Suite system followed several tests and technical reviews, adding that the new platform was developed by Nigerian experts.
According to her, the system reflects the government’s plan to increase local capacity in technology and improve the delivery of public services.
The Accountant-General of the Federation, Shamseldeen Ogunjimi, said IPPIS, which began in 2007 with seven pilot agencies, has expanded to cover 508 ministries, departments and agencies with more than 1 million employee records.
Ogunjimi said the addition of the human resource modules would move IPPIS beyond payroll management and support better workforce planning, financial control and transparency in government operations.
Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, said the reform had helped eliminate ghost workers and created a central database for government employees.
He added that the new system would allow workers to manage their personal records, submit leave requests online, follow promotion processes and support better decision-making through workforce data.
Permanent Secretary, Career Management Office, Mrs Nkiruka Jones-Nebo, urged government agencies to ensure proper adoption of the platform, saying its success would depend on the commitment of officials responsible for implementation.
She called on human resource directors, IPPIS officers and technology teams to support the transition and ensure the system is effectively used across government institutions.
The Managing Director of SoftAlliance and Resources Limited, Dr Bisi Aina, said the platform marked the completion of a long digital transformation process that changed IPPIS from a payroll system into a broader human resource management platform.
The government said the system would provide a base for future connections with other government platforms, improved data analysis and better workforce planning in the Federal Civil Service.
